Edmond Robert Coletta, 90, of West Warwick, passed away peacefully at home on August 31, 2024. Born on May 18, 1934, in Providence, Rhode Island, Eds life was marked by a love of family, the highest standards of integrity, and distinguished professional achievement. He was a devoted husband and father, proud grandfather, devout Catholic, committed public servant, and lifelong Yankees fan.
Edmond graduated from Providence College in 1957, received a Master of Public Administration from the University of Rhode Island in 1968, and earned his Juris Doctor from Suffolk University Law School in 1975. His commitment to education and public service was evident throughout his life and passed down to his children.
Eds career spanned four decades, primarily in the Rhode Island Department of Administration and Department of Mental Health. He served under the administrations of eight Rhode Island governors, including his final position as the Deputy Director of the Rhode Island Department of Administration. During his career, he supported the shift of state services from institutionalized care to community-based services, and the development of several state buildings, a statewide library system and the physical therapy program at University of Rhode Island.
Known for his keen analytical mind and steadfast integrity, Ed was a champion of innovation and excellence in public administration. He modernized the states budgeting and accounting systems and led groundbreaking initiatives such as the development of Rhode Islands first long-range capital development program. His initiatives significantly improved the states financial management, improving its credit rating and saving taxpayers millions of dollars. Beyond his expertise in financial management, Ed was a passionate advocate for the deinstitutionalization of mentally ill and developmentally disabled individuals. He spearheaded the creation of funding programs that placed Rhode Island at the forefront of the nation, providing quality care for people with mental health needs. His dedication extended beyond his official duties, as he contributed to the Governors Implementation Team at the Adult Correctional Institutions, where his work played a vital role in improving the states correctional facilities.
Eds contributions to public service were recognized with numerous accolades, including the National Annual Award for Distinguished Service to State Government and the Robert M. Goodrich Distinguished Public Service Award, presented by the Rhode Island Public Expenditure Council for his outstanding and creative ability in finance and management.

He led by example, setting high standards for integrity, ethics, and faith, all of which shaped the lives of those close to him. Ed and his beloved wife, Deborah, shared a passion for exploration and adventure. Together, they traveled extensively, from visiting their grandchildren, to exploring Alaska, Hawaii, and Europe. Their children will forever cherish memories of Eds youth soccer coaching career, weekend camping trips with the Boy Scouts, family dinners, summer vacations in the national parks, and the legendary parking spots he secured at the Hoover Dam and the Duomo in Florence, Italy.
